PROCEDURAL GUIDELINES AND DOCUMENTARY REQUIREMENTS ON ACCREDITATION OF QATAR RECRUITMENT AGENCIES/ PRINCIPAL/ EMPLOYERS
In line with Section 103 of the 2023 Department of Migrant Workers (DMW) Rules and Regulations Governing the Recruitment and Employment of Land-based Overseas Filipino Workers, which delegates the authority to accredit foreign principals and employers to the Migrant Workers Office (MWO), and pursuant to POEA Memorandum Circular No. 16, series of 2022, which provides guidelines for verifying accreditation documents and registering foreign principals and employers, the following are the guidelines for verification of accreditation documents:
Documentary Requirements
A. FOR NEW JOB ORDER - ACCREDITATION:
I. Identify the Philippine Agency that will be accredited to the company in the recruitment of Filipino workers. Visit this link to view the directory of the Philippine Agencies at https://dmw.gov.ph/licensed-recruitment-agencies.
Prepare the following documents to be submitted to Migrant Workers Office (MWO) in Qatar for verification:
1. APPLICATION FOR ACCREDITATION
2. JOB ORDER/MANPOWER REQUEST - should be attested by the Qatar Chamber of Commerce
3. VISA APPROVAL/VISA QUOTA - copy in English
4. VISA USAGE UNDERTAKING- For JOs with actual positions different from the visa category.
5. MASTER EMPLOYMENT CONTRACT (MEC) - should be attested by the Qatar Chamber of Commerce
* Must be in compliance with the Department of Migrant Workers
(DMW) prescribed employment contract
* All pages must be signed by the authorized signatories (company representative); and stamped with the company seal
Addendum to the Contract (Specific for DRIVER/S)

Contingency Plan
Affidavit of Undertaking - Advisory 21, Series of 2018 (attested by the Qatar Chamber of Commerce)
Affidavit of Undertaking - DMW Advisory 24-A, Series of 2024 re: No Placement Fee (for Company/QRA and PRA) (For Company - notarized by the Philippine Embassy or attested by Qatar Chamber; for PRA notarized in the Philippines)
Letter Request of No Pending case
6. JOINT AFFIDAVIT OF UNDERTAKING - re: monitoring conditions of OFWs and submission of report to MWO (should be attested by the Qatar Chamber of Commerce and the original and attested copy must be signed by the PRA)
7. RECRUITMENT AGREEMENT or SPA - should be attested by the Qatar Chamber of Commerce and the original and attested copy must be signed by the PRA
* All pages must be signed by the authorized signatories (agency representative and company representative); and stamped with the company seal and agency seal.
7. COMMERCIAL REGISTRATION - English Copy printed from the Ministry's
System
8. TRADE LICENSE - translated in English (official Translation and with chamber of Commerce attestation)
9. LABOR LICENSE (only for Manpower Companies/Foreign Recruitment
Agencies)
10. MINISTRY OF HEALTH LICENSE - With Official English Translation (for health and medical sector including nursing agencies)
11. ESTABLISHMENT (COMPUTER) CARD of the Company - translated in English (official Translation and with chamber of Commerce attestation)
12. Photocopy of the QATAR ID copy of the Authorized Signatory
13. Photocopy of the DMW LICENSE of the Philippine Recruitment Agency
(PRA); and copy of valid ID of the PRA'S Authorized Signatory
14. Photos of Establishment and Accommodation for OFWs - (1 page photo collage to include blue plate and location map, the exterior view with signage and façade as well as interior shots showing space layout)
Additional requirement:
PRA Undertaking (for PRA) - notarized in the Philippines Newly established company may be required to submit undertaking from the PRA on the legitimacy of the manpower requirement/Job Order

III. Book an appointment online through https://skilled.mwoqatar.org/ and submit the original documents to Migrant Workers Office (MWO) located at Building No. 17 Street No. 908 Zone No. 66, Ad Dawhah Municipality, Doha, Qatar with Tel +974 3318 2459.
Incomplete documents will not be accepted.
IV. PROCESSING TIME: (Upon submission of completed and correct requirements)
* Full Job Order (JO) Accreditation (new and renewal) - 7 to 10 working days
* Additional Job Order - 2 to 3 days
V. VERIFICATION FEES:
* Payment should be made in Cash
B. ADDITIONAL DOCUMENTS
FOR DUAL OR MULTIPLE ACCREDITATION
* Affidavit of Undertaking (Dual/Multiple)
* Certificate of No Objection on the Dual/Multiple Accreditation of the Company/Principal
and that no case filed against the
Employer/Company - from the current partner Philippine recruitment agency
FOR RENEWAL OF ACCREDITATION
* Letter Requesting for the Renewal of Accreditation and confirmation on the validity of the Recruitment Agreement (RA)
C. REQUIREMENTS FOR ADDITIONAL JOB ORDER
1. JOB ORDER/MANPOWER REQUEST - should be attested by the Qatar
Chamber of Commerce
2. VISA APPROVAL/VISA QUOTA - copy in English
3. VISA USAGE UNDERTAKING- For JOs with actual positions different from the visa category.
Note: A photocopy of the following requirements may be accepted provided that it has been previously verified and still valid:
4. Affidavit of Undertaking - DMW Advisory 24-A, Series of 2024 re: No Placement Fee (for Company/QRA and PRA (For Company - notarized by the Philippine Embassy or attested by Qatar Chamber; for PRA notarized in the Philippines)
5. Affidavit of Undertaking - Advisory 21, Series of 2018 (attested by the Qatar

- Companies under watchlist status or those with previous complaints filed with MWO Qatar
- Those companies with limited operations and have utilized substantial number of Job order and still applying for additional
- PRA Undertaking on the legitimacy of the Job Order (for PRA) – Notarized in the Philippines
- Deployment and Status Report
- Justification Letter on the need of the Additional Job Order
